In the TikTok clip, the 9-month-old was dressed up asSesame Street’s blue muppet character, Cookie Monster.
“Cuteness overload. Love him so much! My heart is full,” Hilton wrote in her caption as Phoenix smiled at the camera in his adorable fancy dress.
